New surfacing on part of the Crab & Winkle Way.

This sign is incorrect. The Crab & Winkle link passes eastward through the University of Kent. The Crab & Winkle Way passes south towards Whitstable Road. I.e. the two foreground signs need to be swapped. Replaced by #197483 / #197484

Short narrow section of the Crab & Winkle Way (NCR1). A little difficult, but ultimately possible, to get a trailer past the barriers.
